ZCA objects registration process of Pattadar body

Zomi Chiefs' Association (ZCA) has strongly objected to the public notice issued on October 26 relating to Khumujamba Meitei Leikai Pattadar Association, which was published in some local dailies.
The Association has lodged a written objection to the application filed by one Ngariyambam Ullen Mangang and some non-tribal people at the office of Registrar of Societies (Ccpur) for registration of Khumujamba Meitei Leikai Pattadar Association as a society under Societies Registration Act.
The objection signed jointly by ZCA president Pumzadou Thangsing and secretary G Khamkhohau said it was shocked to learn about the application seeking Khumujamba Meitei Leikai Pattadar Association as a society and urged the deputy registrar Of societies (Ccpur) to dismiss the same.
The ZCA leaders also appealed to deputy registrar of societies to consider the fact that the term Pattadar is used to refer to a person who owns land directly under the control of the government and liable to pay land revenue for lands recorded in the person's name.
It also urged the deputy registrar to consider that Section 158 of the Mani pur Land Revenue and Land Reforms Act, 1960 has provisions for safeguarding lands belonging to the Scheduled Tribes.
There cannot be any other permissible transfer of land by a Scheduled Tribe to any person other than a member of such tribes though mortgage of property for a specified or agreed period is permissible, the ZCA leaders said in their objection note.
While asserting that registering a society in the proposed name in violation of law is a threat to the mandated protection accorded to Scheduled Tribe communities and their lands, the ZCA leaders cautioned that revenue/land registering officials like SDCs and SDOs should bear responsibility if the society gets registration.
