Cop shoots woman, suspended

Imphal, January 07 2023: An Assistant Sub Inspector (ASI) of Manipur Police, presently posted at City police station, allegedly shot and injured a 34-year old woman with his service weapon at around 9.30 pm on January 5 in a rented house located at Tera Khuraijam Leirak under Lamphel police station, Imphal West.

The ASI identified as Salam Deepak (33) s/o Gourakishore of Iroisemba Mamang Leikai was arrested by a team of Lamphel police station same night and produced before the Court of Chief Judicial Magistrate, Imphal West yesterday while the victim is presently undergoing treatment in critical condition at Raj Medicity ICU.

The victim has been identified as Haorokcham Thajamanbi Devi (34) d/o Thoiba of Sanjenbam Mayai Leikai, presently staying at Tera Khuraijam Leirak along with her younger brother.

The victim is stated to be married and has two children but she has been leaving separately from her husband since some years back.

At around 9.30 pm on January 5, the ASI came in police uniform and climbed the gate of the rented house and went toward the rented room but a minor scuffle broke out between the younger brother of the victim and the accused.

Hearing the noise, the victim came out of the rented room and went toward the entrance.

In the next moment, the ASI fired three rounds of bullets toward the victim and fled away from the spot.

The victim was evacuated to RIMS for emergency treatment and later shifted to Raj Medicity.

The victim who sustained injuries on the face and the back was operated upon the same night.

Later, a team of Lamphel police station came and inspection the crime scene, and recovered three empty cases of 9 mm ammunition in presence of witnesses.

Police also recovered and seized the weapon (9 mm pistol) used in committing the crime together with magazine and three live rounds from the residence of the accused who was also arrested from Iroisemba Mamang Leikai near his residence.

On preliminary interrogation, the accused admitted to have committed the crime.

The ASI was produced before the Court of Chief Judicial Magistrate, Imphal West by a team of Lamphel police station along with a prayer for 5 days police custody remand.

The Court, on perusal of the case record and after hearing the submission of the IO of the case, remanded the accused in police custody till January 10 .

Meanwhile, Imphal West SP Ksh Shivakanta Singh issued an order today whereby ASI Salam Deepak Singh has been placed under suspension with effect from January 6 .

During the period of suspension, his headquarters will be at Reserve Line, Imphal West and he will not leave his headquarters without prior permission from the SP, Imphal west.

However, he will get a subsistence allowance as admissible under the rules during the period under which he is placed under suspension.

A departmental proceeding is being contemplated against Salam Deepak Singh for his grave misconduct, the order mentioned.
