MPCC demands CBI probe into PMGSY scam

After inspecting Sampui to Phungyar road and Ningthi Khul road in Kamjong district, Manipur Pradesh Congress Committee (MPCC) president K Meghachandra has alleged misappropriation of fund meant for the PMGSY roads and demanded handing over of investigation into PMGSY scams in the state to the Central Bureau of Investigation (CBI).
MPCC has been conducting spot verification of roads constructed under PMSGY scheme in hill districts of the state and accordingly inspected Sampui to Phungyar road on Sunday.
Sharing findings of the inspection to media persons at Congress Bhawan, here, on Monday, K Meghachandra said that development in hill districts of the state was found in advertisement only as there is no real development in far flung hill areas when inspected physically.
There was no WBM or black-topping along the 16km long Sampui to Phungyar road in Kamjong district but fund for the road project seems to have been withdrawn without completing the work, he said and termed issuance of completion certificate with out completing the project as very unfortunate.
Most of the PMGSY roads in hill districts inspected so far by MPCC were found to be incomplete though the fund had been withdrawn, he said and contended that the Con gress party is not interested in highlighting the matter to the state government but will place the same to the Union ministry.
While reiterating the demanded for CBI enquiry into the various PMGSY scams in the state, he also expressed suspicion that the minister concerned may be involved in the scam as none of the roads inspected so far by MPCC was found complete though the fund had been withdrawn.
The Wangkhem MLA also declared that Congress party will inspect PMGSY roads in remaining hill districts as spot assessment conducted in the four hill districts so far revealed unsatisfactory execution of the centrally-sponsored projects.
According to K Meghachandra, spot inspection of PMGSY roads in Kamjong district was conducted after a local daily reported about improper development of roads in the area.
When inspected, Sampui to Phungyar road being developed under PMGSY scheme was found to be having two packages.
The first package bearing MN 09152 amounting Rs 765.59 crore was awarded to HVS Construction Materials Private Limited and completion certificate for the road had already been submitted to the Union ministry.
The other package bearing MN 0985 was for Sampui to Phungyar block and name of the contractor for the project is one SK Ngaranmi.
The project was awarded in 2014-15 and fund for the same had already been withdrawn in 2021 after claiming physical completion in 2020, Meghachandra said, adding that failure of PMGSY scheme in the state has been proven following spot verification by MPCC.
