CM launches ILP portal

Chief Minister N Biren Singh launched an Inner Line Permit (ILP) portal for Deputy Commissioners and Labour Commissioners at the Chief Minister's Secretariat today.
The launching programme was also attended by Additional Director General of Police Ashutosh Kumar Sinha, Commissioner T Ranjit, Deputy Inspector General of Police Ningshen Worngam, Deputy Commissioners, Superintendents of Police and other Government officials, among others.
Speaking on the occasion, N Biren stated that the portal has been launched with certain new improvements added to the earlier ILP system, in consultation with the Department of Information Technology, ILP Cell and Home Department.
The portal has been upgraded considering the importance of saving the indigenous population of the State and also for the convenience of visitors from outside the State in applying for ILP, Biren said.
The Chief Minister informed that ILPs were issued earlier manually at Mao Gate, airport and Jiribam but later the permits were issued through online portal.
With the launching of the improvised portal, ILPs can now be issued by Deputy Commissioners and Labour Commissioners too through online, he added.
Mentioning that people from outside the State can apply online for ILP through its web portal www.manipurilponline.mn.gov.in, Biren informed that Temporary Permits are given for 30 days, Regular Permits for three months and Labour Permits for one year.
He added that the permit could be downloaded from the portal.
As most people who come from outside the State are labourers, Deputy Commissioner had also been authorized to issue Labour Permits.
He continued that Application for applying for ILPs could also be downloaded from Google Play Store.
The Chief Minister further mentioned that a bar code has been put in the permit, through which the identity of the possessor can be identified by scanning.
Through this system, duplicity and fraud on ILP can be checked, he added.
He continued that a system of face identification would also be implemented soon.
Mentioning the arrest of people staying in the State with fake IDs, he stressed the need to know the intention of those people for their stay in the State with fake IDs.
Raising concern on the seriousness of the issue, he spoke on the need to tackle the issue jointly.
Maintaining that the State Government had been working at the best level to check those people staying in Manipur illegally, Biren sought support from the people of the State.
He appealed to the public to inform the authority concerned if they find any suspicious non-local in their areas.
Informing that the State Police would start house to house checking of tenants who have been staying in the State with fake documents, he urged those who rent out their space to inform the authorities concerned if such outsiders are staying at their houses.
He warned that those landlords who are intentionally providing space to those with fake documents would also be taken as criminals and action would be initiated against both the landlords and tenants.
Concluding his speech, he appealed to people from outside, who wish to visit the State, to take advantage of the portal to apply for ILP.
