AMGHSRLA, KSA urge Govt to revoke order issued by Education (S)

Citing certain inconsistencies, the All Manipur Government Higher Secondary Regularised Lecturers' Association (AMGHSRLA) has appealed to the State Government and authorities concerned to revoke the order of December 19 issued by Additional Secretary, Education (S) which informed the absorption of 25 employees in the Manipur Education Service (MES) .
According to a press statement issued by Romesh Rakjumar, president, AMGHSRLA, out of the 25 employees, 13 were absorbed as Programme Officers (MES Grade-II) and 12 as Assistant Programme Officers (MES Grade-III) .
Saying that the MES is an "Organised Service" with its Recruitment Rules published in the Manipur Gazette on December 10, 2012, AMGHSRLA alleged that 50 % of recruitment to MES Grade III posts are done through direct recruitment and the rest 50% through departmental examination.
The list of MES Grade III posts which are open for recruitment via departmental examination are "Primary Teachers with PG Degree and B.Ed; Graduate Teachers with PG Degree and B.Ed, Assistant Headmasters of High School and Headmasters of Junior High School'', which are mentioned in Schedule II of the RR, it added.
With regards to recruitment to MES Grade II posts, 50% are done through departmental examination and the rest 50% through promotion from MES Grade III posts, AMGHSRLA said.
Similarly, only the posts of "Headmaster of High School, and Lecturers of Higher Secondary Schools" are open for recruitment via departmental examination as mentioned in Schedule III of the RR, it claimed.
AMGHSRLA has asserted that in both cases, the absorbed posts of Programme Officers and Assistant Programme Officers are not mentioned in the RR at all.
As such, AMGHSRLA has questioned how these 25 employees were absorbed into the MES.
In this regard, the association also shared that for higher secondary school lecturers, the line of promotion is almost non-existent.
Being absorbed into the MES via departmental examination is one of the only ways to achieve career advancement, it added.
AMGHSRLA also asserted that the absorption of 25 employees by allegedly flouting the prescribed rules and regulations is a great injustice to the higher secondary school lecturers.
AMGHSRLA further appealed to the authorities concerned to revoke the order of December 19 and issue a fresh notice to fill up the vacancies in MES by following the proper RR.
Meanwhile, Kangleipak Students' Association (KSA) has also voiced similar sentiments in this regard and accused the authority of promoting individuals without the necessary qualifications.
Calling the December 19 order invalid, KSA further urged the Education Minister to give a clarification in this connection.
