Imphal, January 15 2023:
Demanding revocation of the government order for absorption of 25 Manipur Education Service (MES) employees (13 Grade-II and Grade-III programme officers and 12 assistant programme officers), Manipur Government Services' Federation (MGSF) has cautioned of filing PIL in the High Court if the government fails to revoke the order.
Speaking to media persons at State Guest House, here, on Sunday, MGSF senior vice president L Sarat pointed out that MES was instituted in 2012 to improve school education in the state and to strengthen the school administration for developing the education sector.
According to Manipur Education Service Rules, only government teachers with regularised service for more than 10 years and educational qualification of master's degree and BEd are eligible for recruitment as MES Grade-II and III employees.
The eligible candidates are to be appointed after successfully passing Limited Departmental Exam conducted by MPSG.
However, 25 programme officers and assistant programme officers whose service were regularised only five years back were absorbed in Manipur Education Service on December 19 by the government.
Such act not only disheartens teachers who have worked for more than ten years but also demoralises the MES community.
Moreover, it will hinder in the process of developing the education system in the state.
He recalled that a memorandum demanding revocation of the order was submitted to CM N Biren.
However, the government failed to provide any response.
As such, in order to find out whether the decision of the government is legitimate or not, a resolution to file PIL in the Manipur High Court has been taken, he said while clarifying that it hot against any particular employees.
The senior vice president also maintained that there will be no objection if existing rules allow absorption of the employees.
While urging all stakeholders to extend cooperation and support the demand movement, Sarat urged the government to encourage teachers who are denied pro motion for more than 11 years and provide benefits meant for the pensioners.
Meanwhile, All India State Government Employees' Federation and Manipur Government Services' Federation organised one day state level convention for government employees and teachers at the guest house.
The convention minutely discussed various issues faced by state government employees and resolved to pressurise the government regarding the promotion of primary school teachers and resumption of Old Pension Scheme instead of National Pension Scheme.
