Vehicles sans registration plate prohibited

The Transport Department has notified that as per the Motor Vehicle Act, 1988 (Amendment) no person shall drive vehicle without temporary or permanent high security registration plate.
According to a notification issued by Transport director Dr Nivedita Lairenlakpam on Friday, as per the provision given under Section 41 (6) of Motor Vehicle (Amendment) Act, 2019, dealers are restricted from handing over any new vehicle to the owners without the High Security Registration Plate (HSRP).
On top of this, a dealer who does not possess a trade certificate is prohibited from selling any vehicle without the temporary or permanent registration as per Rule No 42 of the Central Motor Vehicle Rules, 1989.Any dealer or customer found violating the rules is liable for legal punishment under Section 191B (2) of Motor Vehicle (Amendment) Act, 2019.If a vehicle owner fails to apply for the registration of the vehicle, he will be fined one-fifth of the road tax for the year or one-third of the lifetime tax on the vehicle.
Meanwhile, if a dealer fails to apply for the registration, he is to pay one-fifteenth of the road tax for the year or the life time tax of the year.
The prevalence of a large number of vehicles on Manipur roads without HSRP or temporary registration number is causing huge inconveniences to authorities in maintaining law and order and the general public, especially with regard to road accidents or crime related cases.
Thus, vehicles without registration number are no longer allowed on the roads and all necessary action in this regard is to be taken up immediately, the order conveyed.
