Imphal, March 29 2022:
Committee on Suitable Guidelines for Non-Funded Rehab Centres (CSGNFRCs) has urged the State Government to formulate a specific policy for running rehabilitation centres which don't get any funding from the Government.
Addressing a press meet at North AOC today, convenor of CSGNFRCs Sagolsem Herojit lauded the State Government for pulling up three staff of Brighter Way De-Addiction Resort which was opened illegally and rescuing seven inmates of the de-addiction centre.
Saying that CSGNFRCs doesn't encourage any unlawful activity, Herojit contended that formulation of a proper guideline will help solve the running of a rehab centre in an unethical manner.
Further stating that the State Gazette published in December 2020 had directed formulation of a specific guideline for non funded rehab centres, the convenor claimed that the same, however, is yet to be implemented.

The previous State Cabinet had in October 2020 resolved that guidelines meant for funded rehab centres should also be serviceable in non funded centres in October 2020, he informed.
As per the Cabinet decision, guidelines on minimum standard of services for the programme under scheme for prevention of alcoholism and substance abuse should be adopted by the State and make all non funded rehab centres registered to the Government, Herojit said.
Continuing that these conditions imposed on non funded rehab centres are hard to conform to, Herojit reminded that the Chief Minister had earlier assured to review the guideline.
He also said that numerous memoranda had been submitted to the Social Welfare Department in this regard.
Maintaining that there are separate guidelines for funded and non funded rehab centres in other States, Herojit appealed to the Chief Minister to formulate a proper guideline for the non funded rehab centres after taking the views and inputs of all stakeholders.
Herojit also appealed to all those working against drugs and other intoxicants not to unnecessarily criticise the initiatives of the Government or pass any comments that may discourage the works being taken up.
It would be far more productive and more positive if all share their knowledge and experience with the Government so that a roadmap for the future may be worked out together.
This is for the betterment of all, he added.
