Police, SWD asked to scan unauthorised rehab centres

Manipur Human Rights Commission (MHRC) has directed the police and the Social Welfare Department to strictly monitor unauthorised drug de-addiction and rehabilitation centres operating in the state.
Issues arising out of establishment of unauthorised rehab facilities were discussed in the court of MHRC chairperson UB Shah and member KK Singh following a complaint lodged by one Salam Berlin with Social Welfare Department as the respondent.
In his complaint, Berlin urged MHRC to instruct the Social Welfare director to take up necessary measures for framing guidelines which will enable drug survivors staying in rehabilitation centres to exercise their rights and get justice under the Manipur State Drug Policy on Psychotropic Sub-stances-2019, in addition to directing the DGP to take up measures for stopping the police from violating human rights of drug survivors.
After hearing the complaint, MHRC directed the DGP to instruct the SPs and OCs concerned to regularly check the privately run drug de-addiction centres in the state and to submit inspection report on bi-monthly basis to the Social Welfare director.
It also directed the Social Welfare commissioner to re-inspect the privately run drug de-addiction centre during the next three months' time.
