Offer forms elude successful MCSCCE candidates

Even though it has been 85 days since the results of the Manipur Civil Services Combined Competitive Examination 2016 (2022) were declared, the successful candidates have not been given any offer forms till date.
Notably, the MCSCCE 2016 was quashed and set aside by an order of the High Court of Manipur in 2019 .
Later on, the Supreme Court passed an order in 2022 and directed the Manipur Public Service Commission (MPSC) to re-conduct the Manipur Civil Services Combined Competitive (Main) Examination 2016 within four months, allowing only those candidates who had appeared in the Main Examination of 2016 .
Subsequent upon the Supreme Court's directive, the MPSC re-conducted the Manipur Civil Services Combined Competitive (Main) Examination 2016 from May 26 to June 11, 2022 .
A total of 168 candidates were declared qualified after the interview/personality test for selection to various posts and on November 22, 2022 MPSC recommended appointments against 82 different posts of MCS, MPS, SDC, MSS and EO.
As per the recommendation, the Department of Personnel and Administrative Reforms (Personnel Division) issued a notification on December 30, 2022 informing the successful candidates to collect their offer forms from the DP section from December 31, 2022 to January 13, 2023 .
Strangely, the Department of Personnel and Administrative Reforms (Personnel Division) issued another notification the next day whereby the previous notification was cancelled.
Thereafter the successful candidates have not been given their offer forms till date.
Many observers have decried that the inordinate delay in giving offer forms can prove to be a serious demoralising factor to the present as well as future civil service aspirants.
Incidentally, the MPSC recently came out with a notification informing that the preliminary examination of Manipur Civil Services Combined Competitive Examination 2022 would be held in April this year tentatively.
