JCILPS demands proper guideline for ILPS implementation

Maintaining that the ILP System, which was extended in the state recently, is powerless; Joint Committee on Inner Line Permit System (JCILPS) has demanded the government to frame proper and practicable guidelines for effective implementation of the system in the state.
Addressing a press meet at its office premises on Sunday, JCILPS convener YK Dhiren said that the guideline published by the state government does not have clear cut definition on who is an indigene or who are to be categorised as non-indigenous people.
There is possibility of the guideline treating non-Manipuris as indigenous people.
As such, the government should clearly define indigenous people, Manipuris and non-Manipuris, Dhiren said.
JCILPS had demanded finalisation of 1951 as the cut-off or base year to define indigenous or Manipuri people but the government did not mention anything about the cut-off or base year in the guideline.
In the absence of a proper guideline, non-locals are finding back doors arid getting permanent residency certificates, Aadhaar cards, driving license and voter IDs as citizens of Manipur so that they would not require ILP permit.
JCILPS had submitted a 19-point memorandum to the chief minister in this regard, he said while urging the government to take up necessary steps to frame a proper guideline.
While pointing out that there have been instances of police rounding up non-locals without ILP permit, he said launch of intense drive is inevitable to track down several such people in the state.
Dhiren further stressed the need for increasing number of ILP permit counters along with framing the guideline without waiting for public movement.
