TSA opposes shutdown

Thadou Students' Association (TSA) has informed that it will not endorse the 24 hours shut down called by ATSUM in hill districts from midnight of August 22 .
In a release, TSA pointed out that section 5, sub-clause (b) of the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972 states that the Hill Areas Committee (HAC), in its functioning, should endeavour to promote peace and unity in the state by aiming at an integrated and evenly based economic growth and augment the resources of the state as a whole.
There has been several controversial remarks, and disagreement from various societies/clubs in the recently drafted "The Manipur (Hill Areas) Autonomous District Council Bill, 2021" which was recommended to the government by the HAC chairman on August 17 for tabling in the Assembly, the release said, while contending that the intention of the present HAC seems to be detrimental in putting forth their recommendation in a form of a fresh draft bill to repeal the principal act Manipur (Hill Areas) District Councils Act, 1971.It is unfortunate that several tribal student organisations are calling and backing the.
shut-down in their areas to show resentment over the non-introduction of the Bill in the assembly, it said and observed that these organisations seem to be unaware of the process of legislation in the assembly.
As per parliamentary guidelines, any draft Bill shall be submitted before five days of the session and given that further necessary process like vetting by the law departments, etc, takes place before formal introduction in the legislative assembly as bill, TSA explained.
It opined that the HAC should appeal to the Governor for further necessary action as regards to the new draft bill and also exhorted the Committee to work as per the objectives of the Act, and ensure any bill and proceedings did not hamper the unity of the hills and the plain.
Making it clear that TSA didn't find any reason for calling shutdown in the hill areas for the matter, the release reiterated that the association does not endorse the same.
