JCILPS urges

The Joint Committee on Inner Line Permit System (JCILPS) has urged the State Government to implement the National Register of Citizens (NRC) and regulate the guidelines of Inner Line Permit System (ILPS) .
Briefing media persons at Sega Road Konjeng Hajari Leikai, JCILPS convenor YK Dhiren stated that the Manipur Inner Line Permit Guidelines 2019 has not been able to check the influx of non-locals effectively though in place for a year and eight months, as it was implemented in name only.
He said that the JCILPS had on August 19 submitted a nine point memorandum to Chief Minister N Biren Singh to strengthen the guidelines.
According to Dhiren, the provisions of the memorandum include adopting 1951 as the base year for identification of non indigenous people and to speedily establish a Population Commission as agreed in 2015.The memorandum also urged the Government to create a database for permit holders and set up a monitoring cell to find out/penalize the non locals who are staying in the State by flouting the guidelines.
Prior approval from the Government should also be made mandatory for bringing in labourers from other States, it said.
Further urging the Government to fully implement the Manipur Land Revenue and Land Reforms Act so as to bring an egalitarian society, the JCILPS expressed optimism that the Government will regulate the guidelines as per the 9 point memorandum.
YK Dhiren cautioned that a mass movement may come if the guidelines are not regulated as per the desire of the people.
