Centre hikes RIMS budget by 27.6 pc

Union Minister for Finance & Corporate Affairs Nirmala Sitharaman tabled the Union Budget 9D99-93 in the Parliament on Tuesday and the budget reflected 27.6 per cent hike in the budget for Regional Institute of Medical Sciences (RIMS), Imphal by earmarking Rs 560 crore for the financial year 2022-23 .
The overall expenditure for the fiscal 2022-23 will be lower than those of 2020-21 and 2021-22 .
Major cuts could be seen in food, fertiliser and petroleum products.
In 2020-21, the total outlay for fertiliser was Rs 1,27,922 crore and the revised outlay in 2021-22 was Rs 2,86,469 crore.
However, the outlay has been reduced to Rs 1,05,222 crore for 2022-23 .
The budget outlay for foods has been reduced to Rs 2,06,831 crore from Rs 2,86,469 crore in revised budget for 2021-22 and Rs 5,41,1330 crore in 2020-21 .
The budget Outlay for petroleum products is Rs 5,813 crore against Rs 6,517 crore in 2021-22 and Rs 38,455 crore in 2020-21 .
Defence budget outlay is Rs 3,85,370 crore against Rs 3,68,418 crore in 2021-22 .
India's economic growth in the current year is estimated to be 9.2 per cent, highest among all large economies.
The finance minister informed that the Productivity Linked Incentive in 14 sectors for achieving the vision of Atma Nirbhar Bharat has received excellent response, with potential to create 60 lakh new jobs, and an additional production of Rs 30 lakh crore during the next 5 years.
In agriculture sector, the key highlights were Rs 2.37 lakh crore direct payment of MSP to 163 lakh farmers, promotion of chemical free natural farming, promotion of post-harvest value addition, use of Kisan drones to assist farmers, land record digitisation among others.
Key highlights in education sector include digital university with universal education, launch of DESH-Stack E-Portal - a digital ecosystem for skilling and livelihood, expansion of one class one TV channel programme from 12 to 200 channels, 750 virtual labs in science and mathematics, 75 skilling e-labs for simulated learning environment.
National digital health ecosystem, national tele mental health programme with a network of 23 tele-mental health centres of excellence will be set up, with NIMHANS being the nodal centre and International Institute of Information Technology-Bangalore (IIITB) providing technology support in health sector.
Rs 60,000 crore has been allocated to cover 3.8 crore households in 2022-23 under Har Ghar, Nal Se Jal.
Rs 48,000 crore has also been allocated for completion of 80 lakh houses in 2022-23 under PM Awas Yojana.
