38 Depts yet to submit DCs for ₹ 9999.27 cr: Report

The recently published CAG report has clearly shown that 38 departments under the government of Manipur have failed to submit utilisation certificates (UC) for 6885 works amounting to Rs 9999.27 crore from 2008-09 to 2018-19 indicating absence of transparency and accountability, said social researcher Serto Tondana Kom.
Addressing a press meet at Manipur Press Club here on Thursday, Serto said that out of the 38 departments, Rural Development & Panchayati Raj has the highest number of pendency with 569 DCs amounting to Rs 3,936.30 crore.
On the other hand, food and civil supply had submitted all DCs before March this year.
Upon studying the CAG report, it was found that the 38 departments have 3482 pending UCs amounting to Rs 3756.60 crore till 2016-17, 4676 UCs amounting to Rs 5962.56 crore till 2017-18, 5839 UCs amounting to Rs 8129.22 crore till 2018-19, and the pendency increased to 6885 UCs totalling Rs 9999.27 crore till 2019-20.The departments have been unable to submit UCs for an average of 1000 works per year in the last five years, which is not a good sign for the state, he opined.
Serto also pointed out that the report shows the ailing financial condition of the state and it will need immediate and stern attention from the chief minister to improve the financial condition of the state by submitting the utilisation certificates in time.
The government needs to pay equal attention to the submission of UCs in time like it is doing in its War on Drugs in order to bring transparency and accountability, he stressed.
