Investigation and Law & Order to be separated from Feb 15

As announced earlier by DGP Shahid Ahmed for setting up of a separate Investigation Wing of Manipur Police to expedite investigations, the SIs and ASIs of Imphal and Porompat Police Stations would be separated into Investigation and Law & Order Wings from February 15 onwards on an experimental basis to be reviewed after few months.
In this regard, DGP Shahid Ahmed today issued a circular to all officials of Police Department.
According to the circular, the ideal ratio for separation of SIs and ASIs is 50:50.However, in view of large scale pendency of investigations, the separation would be done at the initial stage in the ratio of 80:20 (80 percent for Investigation Wing).

Further, the SPs of Imphal West and Imphal East districts have been instructed to identify the SIs and ASIs of the two police stations for the Investigation Wing and issue formal order in this regard after obtaining approval of the Range DIG.
The circular mentioned that the separation of the Investigating Officers primarily for investigational work should not mean watertight compartmentalization of the Police Station officers.
They would remain very much part of the Police Station and this arrangement would, in no way, dilute the controlling authority and supervisory role of the Officer-in-Charge of the Police Station.
The only difference would be that they would not be detailed for law & order/VIP security duties so as to enable them to concentrate on investigational work for speedy disposal of investigations.
They may, however, be detailed to share routine Police Station duties, if needed.
Though care should be taken not to engage Investigation Wing officers for law & order duties, under extreme compelling situations, this may be done by the SP after obtaining approval of the Range DIG.
This, however, should be an exception rather than the rule, it said.
Further according to the circular, the SDPOs Imphal and Porompat would also form part of Investigation Wing of their respective Police Stations and would closely supervise investigation of the cases by sub-officers of the two Investigation Wings in addition to concentrating on their own UA (P) Act cases.
As far as possible, they should be spared of law & order/VIP/other administrative duties and detailed for such duties under rare situations only.
It also mentioned that the cases presently under investigation by SIs/ASIs of Law & Order Wing would continue to be investigated by them only and would not be transferred to the officers of the Investigation Wing.
The SPs and Additional SPs concerned would closely supervise and monitor investigation of cases by the Investigation Wing and provide necessary administrative back-up to expedite investigations, the circular added.
