Security for vote count detailed

The District Election Officer, Imphal West, Th Kirankumar Singh has detailed the security arrangements for Imphal West on vote count day at DMCTE, Imphal West and the Office Complex of Deputy Commissioner, IW at Lamphelpat.
It may be noted that these security arrangements will be implemented from March 9, 2 pm onwards till the counting is over.
As per the notification, only selected persons will be allowed entry into the DMCTE & DM Complex and the DC Complex (IW) which include the Chief Electoral Officer, Manipur, Election Observers and their Liaison Officers, Deputy Commissioner/DEO (IW), Assistant District Magistrate (IW), Assistant Commissioners to DC (IW), all Nodal Officers, ROs/AROs (IW), DIO/NIC and his officers/staff on election duty, staff of DIPR, Manipur detailed for election duty, candidates, election agents, counting agents, persons authorized by the ECI holding authority letter for entry into the counting halls, officers and officials of DEO and ROs detailed for counting duty, counting supervisors, counting assistants, counting peons, counting micro observers, addl counting micro observers, persons authorized by DEOs/DC (IW), person holding postal ballot papers for delivery up to the hour fixed for the commencement of counting and all security personnel deputed for counting in their respective zone of deployment.
Only one counting agent per counting table of the concerned Counting Hall plus one more agent for RO table will be permitted to attend the counting of postal ballot paper/ETPBS for each contesting candidate at any point of time inside the office complex.
The DEO also notified that only the southern main gate of DM University will be opened for entry of all permitted persons and for exit, the Western Gate leading to Thangmeiband Road must be taken.
All other remaining gates will remain closed from 2pm of March 9 till the end of counting.
At the DC Office Complex (IW), only the Southern Main Gate will be opened for both entry and exit.
In regards to the regulation of vehicles/traffic the notification informed that only certain vehicles will be allowed to park inside the DMCTE Complex and the south-western side inside the Office Complex of Deputy Commissioner (IW).
This includes the vehicles of CEO, Manipur, election observers and their Liaison Officers, DC/DEO, IW, Addl DM (IW), Assistant Commissioners to DC (IW), all nodal officers ROs/AROs (IW), branch officers (IW), DIO/NIC and his officers/staff on election duty and staff of DIPR, Manipur detailed for election duty.
Further expanding on the security arrangements for vehicular traffic, the notification stated that vehicles belonging to the contesting candidates and their election agents and vehicles for officers of officials of DEO and ROs detailed for counting duty holding identity cards issued by the DC/DEO or ROs will be parked at the DM College of Commerce Ground, DM University Campus opposite DMCTE.
At DC Office Complex (IW), vehicles belonging to the contesting candidates and their election agents must be parked inside the office complex of Directorate of Commerce and Industries, Co-operative Societies, Lamphel and vehicles for officers and officials of DEO and ROs must be parked at Directorate of Education (S), Lamphelpat SCERT Office Complex and Directorate of Excise Lamphelpat.
All the vehicles leaving the parking from DM College of Commerce Ground, DM University Campus and DC Office Complex (IW) must take the route through the Indoor Stadium road to reach the Western Gate and Uripok Khumanthem Leikai Leirak to reach Uripok Road/RIMS Ring Road respectively.
The DEO also shared that aside from the security personnel on duty, nobody else will be allowed to carry arms and ammunition inside the Counting Halls.
Other objects which may be used as a weapon such as match box, inflammable substances, sticks, knives, blades or any other sharp instruments will not be allowed within the premises.
Adding to this, mobile phones will not be allowed inside the counting halls except when authorized by the ROs.
Lastly, all the counting agents of each of the contesting candidates will be made to wait at their designated parking area until they are called for by the concerned SDO/RO, the notification added.
