Recruit Group C & D posts through SSC: Congress

Manipur Pradesh Congress Committee (MPCC) has urged the state government to conduct the recruitment of Group C & D posts in various departments through the Staff Selection Commission (SSC), as provided under the Act pertaining to the Commission.
Addressing a press meet held at the party's office, here, on Tuesday, MPCC spokesperson advocate Rabi Khan said that the Unemployed youth of the society have been questioning the Congress party's silence on the recruitment processes undertaken by the government, especially when the Congress had ruled the state for a long time and is now the playing the role of opposition.
He stated: "To prevent and deter the practice of interference by departments and ministers in recruitment of Group C & D posts and to ensure the appointment of only eligible and competent candidates, the Manipur Staff Selection Act was passed in 2022.The Act was further published as a Gazette notification on August 16, 2022.While Class I & II posts will be recruited by MPSC, Group C & D posts will be recruited by the Staff Selection Commission".
Rabi then said that another Gazette notification was published on August 31, 2022 informing that the Commission will come into effect from September.
On September 20, another Gazette notification was published regarding the Manipur Staff Selection Commission Rules 2022.As such, the Rules and Act of the Commission have been formulated and passed.
The spokesperson continued that the notification issued on September 20 stated that Group C & D posts are to recruited by Staff Selection Commission.
The Gazette notifications not only made many unemployed youths happy but also gave them hope.
"Amidst this, the Director Fire Services issued a notification for recruitment of 122 posts by the department concerned on December 8.The Education (S) Department previously also issued a notification for recruitment of 1000 primary teachers on contract basis on October 17.The same day, DGP Manipur issued a notification for recruitment of 136 Followers (male), while Health Services Manipur issued its notice for recruitment of staff nurses and doctors on contract basis," he recalled.
Observing that the advertisement published on September 17 and aforementioned recruitment for posts, almost all of which fall under Group C & D categories; Rabi remarked that the authority should have clearly stated that the Group C & D posts will be recruited through the Staff Selection Commission.
Instead, it is stated that the departments concerned would be recruiting, following which requisition forms were issued through Employment Exchange.
In addition to sidelining the Commission's rules, the chairperson and the members for the Commission are yet to be appointed.
Thus, it raises the question whether the government is neglecting the Commission due to the lack of a chairperson, he remarked.
Rabi continued that as the DP and Gazette notifications have been issued, the state government should carry out the recruitment process through the Commission.
Failing to do so would only put the future of the youth at risk in case someone was to file a complaint to the court or the authority concerned, he said.
He then urged the BJP government to appoint the relevant personnel for the Commission and ensure a free and fair recruitment process for Group C & D posts, otherwise the establishment of the Commission will be rendered meaningless.
Responding to questions from media persons, Rabi said that the order for imple -mentation and enforcement of Staff Selection Commission Rules has already been notified.
The Act stipulated that the interviews for the posts which have yet to be finalised will be conducted by the Commission.
However, the posts for which written tests and viva-voice have been completed will not cover.
Unfortunately, since the BJP government came to power, the rule of law has been broken repeatedly.
Thus, he urged for respecting and obeying the rule of law, adding that any forceful interference will set a precedent for illegal appointments in the future.
