No error in tender of Ccpur Medical College: Health Director

Directorate of Health Services director Khoirom Sasheekumar has stated that there were no errors in the tender process conducted for providing security services at the academic block, hostel and hospital block of Churachandpur Medical College.
In a statement, the director informed that invitation for the tender bid to provide security services was issued on October 13.An addendum was issued on October 21, which was not only published in the local newspapers but also uploaded on the Directorate's website.
The Directorate received bids from around 7 firms and the tender was opened on October 26 around 2pm, wherein the technical bids Of the firms were evaluated in the presence of the representatives of 6 firms including M/S Smart Security Service.
During the opening of the tender, the envelope of M/S Smart Security Service did not contain the tender fee and the EMD.
The representative of M/S Smart Security Service said that they might have mistakenly put the tender fee and EMD in the envelope containing the financial bid.
Meanwhile, M/S Sona Security Agency requested for submission of a no legal dispute certificate in front of all the bidders and the Opening and Technical Evaluation Committee.
The Committee kept the matter in front of all the bidders for consideration so that if M/S Smart Security Service is able to submit all the correct documents, it may qualify for technical evaluation qualification, subject to finding of the tender fee and EMD in the sealed financial bid on the day of the opening of the bid.
The same consideration was made for M/S Sona Security Agency, subject to submission of the required documents.
However, the other bidders present in the meeting objected to the proposal put forward by the Committee as it is against the rule of tender.
As such, Dr Sasheekumar clarified that the Directorate followed all due procedures adopted while opening and evaluating the tender.
The tender is still in the technical stage and financial bids are yet to be upended.
The opening of the bids was done in front of the representatives of all the bidders and no close door meeting was done at any point of time.
Thus, the news article published by M/S Smart Security Setvice is unethically interfering in the open tender process and the Director will be taking up all appropriate action as per the tender norms.
