CM hopes JCILPS accept 1961 base year
Vehicles, carrying relief aid for flood hit Assam, SDRF personnel flagged off

Imphal, June 27 2022: Chief Minister N Biren Singh flagged off vehicles carrying relief assistance and per sonnel of State Disaster Response Force (SDRF), Manipur for helping the flood victims of Assam from Kangla Western Gate, here on Monday.

The relief materials have been sponsored by the Department of Relief & Disaster Management, Manipur.

Responding to questions from media persons regarding the adoption of 1961 as the base year, for ILPS, Biren said that there are many communities in the state and any work undertaken needs to be in consideration of all communities, rather than being biased for a single group.

He then expressed firm belief that JCILPS will accept the government's decision in view of the complexities of Manipur.

On the frequent flooding/waterlogging in the state, the CM said that floods cannot be prevented but the key is diverting/ draining the water before the inundation occurs.

For this, those encroaching upon the drainage pathways and river banks are being demolished, he conveyed.

CM Biren expressed concern over the worsening situation of flood in Assam, which has affected around 22 lakh people residing in 28 districts.

He pointed out that around 2 lakh people have been displaced due to the flood and taking shelter in 680 relief camps.

Out of this, more than one lakh people have been residing in 230 camps in the worst affected district of Cachar, he added.

As the neighboring state of Assam is badly affected by flood, the government of Manipur is extending all possible assistance towards the flood affected people as humanitarian service, he stated.

Quoting the proverb "A friend in need is a friend indeed", Bi ren stressed the importance of extending at least some possible assistance to Assam, as a friend, during their time of hardship.

He then informed that the relief materials included 3 trucks carrying 135 quintals of rice, 102 bags of dal, 120 bags of salt and 120 boxes of mustard oil.

Along with the relief materials, 40 personnel of SDRF would be deputed to help in search and rescue operations, Biren added.

Stating that the relief assistance has been provided through Government-to-Government contact, he further informed that the deputed SDRF personnel and relief materials would report at Lakhimpur District of Assam.

Mentioning that many Assamese-Manipuri are also facing problems like shortage of food and drinking water due to the flood, the CM informed that a non-government team consisting of volunteers of Meitei Leepun and Chief Minister's Martial Arts group would also be sent to Silchar, Hojai and Lumding, which are largely inhabited by Manipuris, to provide support and relief assistance.

Encouraging the deputed SDRF team to provide all possible humanitarian service to the flood affected people of Assam, he extended his best wishes to the team and prayed for safe rescue operation at flood affected areas.

Relief and Disaster Management minister Awangbow Newmai, Keirao AC MLA Lourembam Rameshwor Meetei, Chief Secretary Dr Rajesh Kumar, Additional Chief Secretaries MH Khan and V Vumlunmang also attended the flag-off programme.

In his brief address, minister Awangbow said: "We are concerned about the flood situation in Assam where many people have lost their lives and property.

As a neighbouring state, today, we are sending the relief assistance for the flood-affected state.

And all the SDRF personnel are well-trained on disaster management" .
