Imphal, September 26 2022:
RD & PR minister Yumnam Khemchand has instructed officials of his department to maintain prescribed specification and quality while executing PMGSY projects.
During his two-day visit to Ukhrul and Kamjong districts on Saturday and Sunday, the minister inspected the ongoing PMGSY road project extending from Lambui Lamkhai to Lamian village via Tashar village in Ukhrul district after he came across a post on social media regarding sub-standard work quality of the 17-km long and 3.75 metre width road.
He instructed the engineers of Rural Engineering Department to closely monitor the project and ensure that quality prescribed in the project is maintained so that there is no room for complaints from the public.
Interacting with the media and local people, the minister said that there seems to be some technical lapses in the execution of the road project.
Black topping work is being taken up after mixing bitumen with stone chips at another location and transporting them to the work site as the road is not suitable for movement of hot mix machine.
As a result, the mixture got cold along the way, which consequently resulted in reduction of the bonding strength.
Since they have identified the problem, necessary steps will be taken up to resolve the issue, he assured.
Khemchand also said that he had instructed the officials to rework the completed stretch where such problems arise.
The minister informed that the first and second phase of PMGSY projects will be completed by the end of Sep-tember.
In the third phase, road projects will be executed using German technology, which has a durability of a minimum of 10 years, he added.
A RED engineer said that the Lambui-Lamlan road project has been completed by around 60 per cent.
Laying of Granular Sub Base (GSB) has been completed, Water Bound Macadam (WBM) work completed for 13 km and blacktopping done for 2 km.
Informing that they are setting September as completion target, he, expressed confidence of achieving the target if there is no rainfall.
