Imphal, October 17 2015 :
After Churachandpur and Ukhrul districts, cross-border movement to and from Myan-mar has been restricted in Chandel district too with effect from October 16 .
District Magistrate Robert Kshetrimayum issued an order to this effect yesterday according to which no one should move between 5 pm and 5 am within 3 Kms radius of Indo-Myanmar border in Chandel district.
For invoking restrictions under Section 144 CrPC, the District Magistrate cited likelihood of illegal export of commodities from Chandel district to Myanmar through the border including illegal infiltration from Myanmar which if allowed to take place is likely to cause disturbance.
Notably, with the army and Assam Rifles reportedly gearing up for massive counter insurgency operations along the Indo-Myanmar international border, the res- pective district administrations of Churachandpur and Ukhrul have already imposed restrictions on cross-border move- ment during night.
No person shall carry any firearm for the purpose of hunting, fishing or any other purpose within the territory under actual control of India in Chandel district between 5 pm and 5 am without prior intimation to the Company Operating Base (COB)/Temporary Operating Base (TOB) Commanders of Assam Rifles/Indian Army deployed in the area.
Any movement whatsoever between 5 pm and 5 am within 3 Kms radius of Indo-Myanmar border in Chandel district should be endorsed by respective village chiefs with prior intimation to the Commandant, AR/Indian Army battalion deployed in the area and the Circle Officer deployed in the area, said the DM's order.
All vehicles and personnel moving across the international boundary under the Free Move Regime (FMR) and people moving on roads and tracks in villages close to the international boundary will be liable to surprise checks and vehicle inspection by AR/India Army deployed in the area to prevent smuggling, transportation of con- traband items and illegal trafficking of arms and ammunition.
All houses in the vicinity of the international boundary are liable for surprise checks by AR/Indian Army.
The District Magistrate's order further mentioned that all village heads are liable to prove the authenticity of identity of the individuals during surprise checks in their respective villages/areas.
