14 CSOs Kangleipak takes case to Governor

Imphal, August 17 2026:
A delegation representing 14 CSOs, Kangleipak and other organisations met Governor Ajay Kumar Bhalla and urged him to halt Census-related activities until the National Register of Citizens (NRC) is updated to identify illegal immigrants settled in the State.
The delegation reportedly comprised representatives of the 14 CSOs, Kangleipak, Kom Union, Kabui Union, Arambai Tenggol, Meetei Leepun, as well as members of the Rongmei and Meitei Pangal communities.
Speaking to the media after the meeting at Lok Bhavan, Nahakpam Shanta, convenor of the 14 CSOs, said the Governor had assured the delegation that he would convey their demand to the Central leadership during his visit to New Delhi tomorrow.
Saying that a two-day workshop was recently organised by the Manipur State Population Commission in line with the demand for a comprehensive assessment of Manipur's demography, he stated that they recommended the constitution of a committee to examine the issue further and seek a concrete response from the Centre.
He said the delegation urged the Governor to explore the possibility of con- stituting the committee recommended during the work- shop within the 15-day self-enumeration period for house listing, which commenced today.
Even if the constitution of the committee is not feasible within the stipulated period, they urged the Governor to convey the aspirations of the people of Manipur to the Centre and seek a political decision to defer the census until the NRC is updated, he added.
He also said the delegation urged the Governor to impress upon the Centre and the Manipur Government to formulate a policy to prevent the delimitation exercise from being carried out in Manipur until all illegal immigrants are identified.
