Villages Council Longmai Area (VCLA) has informed that the District Administration Noney on May 30 had received payment for all FCI grains along with details of the transporting vehicles and grain receipts from the concerned CSOs.
A statement issued by G Pouhoilung, secretary, publicity and information, VCLA has shared that during the early part of May this year, the people living along NH-37 particularly in the Noney district, led by VCLA and in collaboration with RNCM, Longmai Luangrian Longmai Bazar Board, RNSOM, LSU and LYL had distributed FCI rice grains owing to the shortage of grains and panic among the people due to the ensuing communal tension in Manipur.
The grains were distributed at the rate of Rs 1500 per bag of 50 kgs, the statement said."The CSOs reportedly requested for 12 trucks of grains to the drivers and contractors concerned and the goods laden trucks were subsequently unloaded in each of the surrounding villages where local volunteers took responsibility of the sales.
At this juncture, 3/4 bags were allegedly discovered missing from each of the vehicles as compared to the number of bags mentioned in the challan (receipt).
The drivers reportedly disclosed to have self-appropriated the bags as they were running out of expenses during the prolonged detention along the highway.
The CSOs also allegedly discovered that 3-5 of the smaller bags which were sold at a cheaper rate were found missing from each of the vehicles as compared to the number of bags written in the receipts.
The CSOs could not pay for the grains on the spot as they had to wait for payment by all the villages concerned.
After collecting the amount, they had to make several rounds of appeals to the District Administration Noney and other departments to receive the sum but were told that official protocols and formalities have to be followed.
Finally on May 30, after repeated appeals the District Administration received the money.
The statement from VCLA has clarified that the CSOs had stepped in to distribute the grains hoping to avoid any kind of violence or misappropriation in the best interest of all concerned.
Thus, VCLA appealed to all communities, departments and officials concerned to not be misinformed.
