JFD insists on inserting 1951 as base year

Imphal, September 05 2026: The Campaign for Just and Fair Delimitation (JFD) has asserted that 1951 should be inserted as the base year in the resolution adopted by the Manipur Legislative Assembly on September 2, 2026 on updating the National Register of Citizens (NRC) before census.

Notably, the Manipur Legislative Assembly passed a resolution on September 2, 2026 which reaffirmed its previous resolutions passed on 5th August 2022 and 1st March 2024 and to urge the Government of India to update the National Register of Citizens (NRC) in Manipur before conducting census in the interest of the State in particular and the Nation in general.

Speaking to media persons at Citizens' Club, Soibam Leikai today, JFD convenor Jeetendra Ningomba said that the Manipur Legislative Assembly adopted a resolution to urge the Centre to update the NRC before census in Manipur but the resolution does not specify any base year.

He reiterated that 1951 should be adopted as the base year for updating the NRC and the same should be inserted in the resolution.

In line with the State Assembly's resolution, a team of legislators led by the Chief Minister and the Home Minister must press the Central Government to come out with an official announcement within the current month that the NRC will be updated with 1951 as the base year, the JFD convenor said.

The Government must also bring out a white paper on updating the NRC with a specific date for starting the process of updating the NRC, he said.

Jeetendra Ningomba also demanded re-constitution of the Manipur State Population Commission so that the commission can function meaningfully.

The State Government must enact and enforce a State population policy in order to address the issue of demographic imbalance, he said.

The State Government must see that the Central Government issues an official notification before the ongoing Assembly session is over to the effect that the census exercise in Manipur is delayed or put off, he demanded.

The JFD convenor appealed to all sections of people to stage protests on Sunday (September 6) between 7 pm and 8 pm and raise the slogans "No NRC, No Census", "1951 should be the base year for updating the NRC" and "Issue official notification for deferring census exercise" .

He further appealed to the people to come to the Citizens' Club ground on September 7 and wait together what resolutions the State Assembly adopts on the last day of the session.

The JFD, JFD Task Force and community leaders will hold a joint meeting on September 7 to decide what course of action will be launched from the next day, depending on the resolutions adopted at the State Assembly, Jeetendra said.
