'Govt working to reopen Moreh road; 36,000 IDPs resettled'

Imphal, September 03 2026: Out of around 60,000 people displaced by the Manipur violence, around 36,000 have been resettled so far while the Government has been working to reopen Imphal-Moreh highway.

This was stated by Chief Minister Yumnam Khemchand on the floor of the State Assembly today during a short duration discussion moved by Congress MLA Th Lokeshwor.

The Chief Minister stated that the Government has been working to address the grievances and issues of IDPs.

"The worst affected victims of the violent crisis are the IDPs.

I talked with representatives of IDPs last month on their woes and problems", Khemchand said.

Considering the plight of the IDPs whose houses were burnt down, the Government has been working to construct houses at the cost of Rs 3 lakh each (a sum of Rs 1.30 lakh sanctioned under PMGY and Rs 1.70 lakh sanctioned by the Ministry of Home Affairs) .

The State Government has already sent a proposal to raise the amount sanctioned for construction of houses for IDPs by Rs two lakh each, the Chief Minister said.

So far, around 24,000 IDPs have gone back to their homes.

Even though the IDPs who were ready to go back home were promised Rs one lakh to buy household items needed for resettlement, it was found some of them did not get any money while some others received a small portion, he said.

Khemchand said that financial aid being given to IDPs who have not yet been resettled is also given to those IDPs who have resettled.

He said that financial aid is being given to around 59,000 IDPs including those who have resettled.

Financial aid is given to resettled IDPs too as they are still unable to resume economic activities including agricultural activities properly, he said.

After resuming passenger bus service on Imphal-Dimapur highway, the Government has been working hard to reopen Imphal-Moreh highway.

A first round of talks has already been held and efforts are underway to hold another round of talks.

People displaced from Moreh want to go back to their homes.

They can be resettled with tight security arrangements but what is more important is bridging the trust deficit among communities, Khemchand further said.

The Government has been working to bridge this trust deficit, he added.

Moving the short duration discussion, Th Lokeshwor highlighted the plight of IDPs and how they have been living in relief camps for over three years in wretched conditions without basic amenities and dignity.

Noting that police have succeeded in containing the violence in the valley areas, the Congress MLA urged the Chief Minister to delve into the security forces' inability to contain violence in the hill areas.

He also urged the State Government to take strong actions so that all IDPs can be resettled within a specific timeframe.
