EEVFAM observes 13th foundation day

Imphal, July 11 2022: The Extrajudicial Execution Victim Families Association Manipur (EEVFAM) observed its 13th foundation day at Manipur Press Club here today.

The gathering paid floral tributes to all the victims of extrajudicial killings apart from observing silence for two minutes in honour of the victims.

Manipur Human Rights Commission (MHRC) acting Chairman Khaidem Mani, AMKIL advisor Anandi Khangenbam and EEVFAM president Renu Takhellambam attended the function as chief guest, guest of honour and president respectively.

Giving key-note address of the foundation day observation, EEVFAM secretary Edina Yaikhom said that EEVFAM and HRA have been fighting fake encounter killings for the last 13 years.

Out of 39 cases registered by CBI in connection with fake encounter killings, charge sheets have been submitted in 16 cases.

Of the 16 cases in which charge sheets have been submitted, closure/final reports have been submitted in nine cases, Edina said.

However, CBI has been directed to re-investigate two of these cases after EEVFAM challenged the closure/final reports.

As such, these particular two cases and another case would be re-investigated, she said.

Following sustained efforts, EEVFAM has published a report of the Justice Upendra Commission of Judicial Enquiry regarding the June 18 event of 2001 .

EEVFAM has also released two other reports titled 11th July, A Compilation of Reports Pertaining to Operation Blue Bird 1987 and Murder of Manorama (2004). Further, EEVFAM has already released another report on the Malom Massacre, she said.

In spite of the relentless and sustained efforts of EEVFAM, justice has not been delivered in any of these cases of extrajudicial killings as the Government of India has not granted prosecution sanction against personnel of Central armed forces, Edina said.

Even as prima facie evidence have been found in CBI investigation about involvement of Central armed forces personnel in extrajudicial killings, the Ministry of Home Affairs has been stubbornly refusing to give prosecution sanction.

Pointing out that the Constitution guarantees safety and security of all citizens, the EEVFAM secretary appealed to the Government of India to grant prosecution sanction against Central armed forces personnel involved in extrajudicial killings.

Even though CBI (SIT) has been investigating into 1528 alleged fake encounter cases since 2018 at the directive of the Supreme Court, none of these cases has been listed with the apex Court till date, Edina said.

She then appealed to all the mothers, families and the general public to work together until justice is delivered to all these cases.
