Imphal, October 24 2026:
Citing reported violation of its ground rules, the Native People's Committee Manipur (NPCM) has urged the Government of India and the State Government to abrogate the SoO agreement immediately.
Recent reports of an almost empty Sinai Camp (SoO designated camp), with only one listed cadre reportedly present along with 17 unlisted and 149 cadres unaccounted for raise serious questions regarding compliance with the SoO ground rules, the NPCM remarked in a statement.
Reports of continued extortion allegedly involving groups under the agreement further indicate possible violations of ground rules that require no further investigation but to act upon.
These developments constitute prima facie grounds for the Government to examine the violations and initiate the process of abrogating the agreement, the NPCM asserted.
It reiterated that the SoO arrangement must not be allowed to facilitate or encourage activities that threaten the security and integrity of Manipur.
Apart from abrogation of SoO agreement, the NPCM has also asked the Government of India and the State Government to stop the alleged proxy war in Manipur and protect the territorial integrity and indigenous identity of the State.
It is also demanding accountability for police excesses committed against unarmed protesters during the general strike.
The committee said that during the general strike called on October 20-21 against the brutal murder of three civilians at Khongbal Sunurok Uyok Hill on October 19, many police personnel were reportedly seen assaulting unarmed and vulnerable women, using mock bombs and tear gas at close range, injuring several protesters without any apparent reason or justification.
The State Government must take direct responsibility for the conduct of its police personnel and ensure accountability for such excessive use of force, it said.
The NPCM has asked the Government of India and the State Government for time-bound resettlement of all internally displaced persons (IDPs) in their original homes and localities, with adequate security.
Detection and deportation of illegal immigrants in accordance with law, implementation of NRC with 1951 as the base year, and effective border management, including fencing of the Indo-Myanmar border and measures to prevent unauthorised entry is another demand raised by the NPCM .
An effective crackdown on opium poppy cultivation and drug trafficking and the networks associated with these activities with visible action.
Ensuring justice and security for the indigenous people of Manipur by taking effective action against armed groups involved in violence, intimidation and extortion, is another demand raised by the committee.
Citing their failure to address the continuing crisis and fulfil the demands of the people, the NPCM has also demanded resignation of the incumbent Council of Ministers.
Continued retention of a Deputy Chief Minister in the Council of Ministers whose spouse is accused of leading a narco-terrorist organisation and involvement in terrorist activities during the crisis raises serious concerns about the Government's credibility, integrity, and commitment to its own anti-narco-terrorism policy, as well as the security of the State, it said.
The NPCM has called upon the native people of Manipur, both in the hills and the valley, to organise sit-in-protest during day time and Meira Rallies in different parts of the State during night time, demanding the abrogation of the SoO Agreement, resignation of the Council of Ministers, time-bound resettlement of IDPs, and an end to the alleged proxy war in Manipur by Govt.of India.
The committee has extended its heartfelt gratitude to the people of Manipur, both in the hills and the valley, for their overwhelming support and cooperation during the 48-hour general strike called on October 20-21, 2026 .
