The Extrajudicial Execution Victim Families' Association, Manipur (EEVFAM) and Human Rights Alert (HRA) have urged the 'next Government' in advance to initiate impartial and independent investigation of the cases of extrajudicial killings which are not yet investigated and grant prosecution sanction against the security personnel involved in the killing.
In a joint statement, EEVFAM and HRA requested all concerned to institute a Truth Commission in Manipur to bring out the facts behind the mass extrajudicial executions and to identify the needs of the victims.
Claiming that certain political parties and candidates of the ensuing election are using the work of the organisations particularly a writ petition of 2012 pertaining to the extra judicial killing of 1528 civilians pending in the Supreme Court and the plight of the victim families to take political mileage, it condemned the alleged weaponization of human rights struggle for petty political gains.
Even though BJP highlighted the issue of fake encounter in the charge sheet against the Congress in the run up to 11th State Assembly election, their promise to investigate the cases and punish the killers remain unfulfilled, EEVFAM and HRA said.
Further claiming that the State Government didn't initiate even a single investigation on these cases in the last five years, the statement alleged that the Union Government also denied sanction for prosecution against the security personnel who were found involved in the killing of civilians by the CBI/SIT.
EEVFAM and HRA also claimed that the State's Victim Compensation Scheme is not allocated sufficient funds and as such the effort of the families to get some compensation under Section 357 A of CrPc remains disappointing.
