Imphal, September 14 2021:
The Poumai Naga Union (PNU) has condemned non tabling of The Manipur (Hill Areas) Autonomous Councils Bill, 2021and added that the Bill clearly seeks to repeal and replace the redundant "Manipur (Hill Areas) District Council Act, 1971" which aims at providing more autonomy for self-governance to the Hill Areas Committee (HAC) and the District Councils as well.
The September 1 order of the Speaker regarding the induction of 9 valley MLAs into the HAC, abeyance order issued on September 4 and subsequent withdrawal order issued on September 8 clearly manifested the "one point agenda" of the 'dominant society' to further wrest/grab the clearly defined "status and position" of tribal people by misinterpreting the provisions of Article 371 (C) and the Presidential order of June 20, 1972, it said.
In the face of such a naked assault and insult being heaped upon the "dignity and peoplehood" of tribal people living in the State, PNU boycott the already scheduled-"Go to Hills 2.0", programme it said.
The PNU, along with its frontal organisations unequivocally demand for immediate convening of a 'Special Assembly Session' and the tabling of "The Manipur (Hill Areas)Autonomous District Councils Bill, 2021", it said.
The union also demanded removal of the Speaker of Manipur Legislative Assembly for misusing his power and authority by going overboard in order to safeguard the spirit of Indian democracy.
