Senapati, September 14 2021:
The proposed 12 hours total shutdown in Senapati district called by Senapati CSOs from September 14 midnight has been rescheduled from 6am of September 15 .
The rescheduling is said to have been done in compliance with an emergency meeting of the district CSOs which decided to endorse the boycott call of 'Go to Hills 2.0' by All Tribal Students' Union, Manipur(ATSUM) .
It is learnt from reliable sources of the district CSOs that no programme of 'Go to Hills 2.0' will be permitted in the district.
The CSOs also appealed to public to cooperate with the proposed total shutdown and asked all not to participate in the 'Go to Hills 2.0' programme.
On the other hand, ATSUM appreciated the stand of the district CSOs.
Earlier on September 13, a consultative meeting between CSOs of Senapati and ATSUM was held and resolved to boycott the programme in protest against the state government's refusal to introduce the Manipur (Hill Areas) ADC Bill, 2021 in the state assembly and the 'unscrupulous reason' over the withdrawal of the unconstitutional order of the Manipur Legislative Assembly speaker.
Meanwhile, Poumai Naga Union (PNU) has condemned the decision of the state cabinet not to table the ADC Bill, 2021 and endorsed the boycott call of Go to Hills.
In a statement, PNU stated that the ADC Bill was drafted with a clear vision to provide more autonomy for self-governance to the Hill Areas Committee (HAC) and the District Councils.
It also decried the order of the Assembly speaker to include nine MLAs from the valley areas into the HAC, which was later revoked.
The order manifested the agenda of the dominant society to further wrest/grab the clearly defined 'status and position' of what rightfully belongs to the tribal people under the Constitution by maliciously misinterpreting the provisions of Article 371 (C) and the Presidential Order of 1972, it stated.
The statement also announced PNU's decision to boycott the scheduled events of Chief Minister N Biren with regard to 'Go to Hills 2.0 .
PNU along with its frontal organisations unequivocally demands immediate convening of a special assembly session for passing the new ADC Bill and removal of the speaker for misusing his power and authority, the statement added.
