Lokayukta directs IO to take up graft case

In connection with alleged non-execution of work despite expending Rs 18.02 crore sanctioned for Tamenglong ADC by the state's TA and Hills on March 26, 2018, Manipur Lokayukta court has directed the IO of the case to formally register a case immediately in crime branch of the police station concerned.
According to a judgment passed jointly by Manipur Lokayukta justice T Nandakumar Singh (chairperson) and member Ameising Luikham on January 7 regarding a case (number 3 of 2020) filed by Gonmei Kuripou and Gailachung Kamei of Noney as complainants and another case (number 9 of 2021) filed by Yambem Sanjit Meetei of Bamon Kampu as complainant, the court directed the crime branch, Imphal to register a case in this regard immediately and informed that there is no need for further approval from police department or the state government.
The judgment directed the investigating officer (IO) IPS Ravi Choudhary to submit relevant report to Manipur Lokayukta through the director (inquiry) about registration of the case without further ado.
The IO should complete investigation of the case within six months from the day of registration and shall neither act under the instructions of any senior officers nor shall anyone be allowed to interfere in the case, the decree specified.
It may be mentioned here that the complainants alleged that the Autonomous District Council, Tamenglong had expended a sum of Rs 18,02,30,072.But on inspection of the site where the works were supposedly executed, the complainants found that most of the works have not been executed and on the contrary the expenditure meant for the said developmental works were released by D Gangmei, the then ADC and CEO, Tamenglong to the 'executing agency' without verifying the status of works executed.
