Joykisan for engaging MLAs in fight against drugs

JD-U MLA Khumukcham Joykisan has called for entrusting MLAs with the responsibility and cooperating with police in the fight against drug menace in the state.
He also called for upholding assurances made by ministers during assembly session in order to maintain the sanctity of the House.
Sharing his observation during the discussion of demand no.20 for community and rural development during the ongoing state assembly session on Friday, the Thangmeiband MLA said that MLA local area development fund cannot be used for building offices.
As the government wants to focus on improving education sector, there is a need to make some amendments in the guidelines in order to allow the local area development funds to be used in repairing school buildings so that children of poor families could pursue education in government schools with good infrastructure.
While hailing the efforts of the government to fight against drugs, Joykisan called for entrusting MLAs with the responsibility to contribute and coordinate with police in making Manipur a drug-free state.
It takes months for poppy plants to fully grow and start flowering.
MLAs should have knowledge of poppy plantation in their respective assembly constituencies and it would need their active involvement through a proper policy in order to stop illegal poppy plantations, he said.
During the discussion of the demand for supplementary grants, the Thangmeiband MLA said that the members of the House are the protectors of the constitution and they abide by the articles enshrined in the Constitution of the country.
Ministers should cultivate the habit of fulfilling assurances they made on the floor of the House and take up necessary steps to translate those assurances into action.
Just giving plain assurances without doing anything concrete would be similar to defiling the sanctity of the House, he said while expressing dissatisfaction over the failure of the past government in fulfilling many assurances they made in different sessions of the 11th Manipur Legislative Assembly.
Ensuring good road condition in their respective constituencies is the responsibilities of the MLAs.
As such, he brought up the matter of withholding wages related to road projects in his constituency in the last government's tenure and the minister concerned gave similar assurances of doing the needful on two different sessions but the term ended without translating those assurances into action, he lamented while enquiring if the supplementary grants include those funds.
He also drew the attention of the House to the poor road condition in Thangal Keithel area where the public face inconveniences due to water logging at the slightest rainfall.
Thangal Keithel, a major business hub in the capital city of the state, has poor drainage system, Joykisan pointed out while adding that laying wires for different purposes, inside the drains is also one of the major reasons for clogged drains.
He drew attention of the House towards the need for resolving this situation at the earliest.
