Govt should initiate talks with JCILPS : Khaidem Mani

Imphal, July 20 2015 : Senior Citizens for Society, Manipur has called upon the State Government on Monday to hold talks with Joint Committee on Inner Line Permit System (JCILPS) to end the current stalemate over the ILP issue and bring about a positive outcome.

The Government should consult legal experts and representatives of JCILPS to introduce a new ILP bill without delay, Senior Citizens for Society, Manipur member and senior advocate Khaidem Mani demanded at a press meet at the Keishamthong residence of former minister L Lalit.

Khaidem Mani also urged the State Government to end the current ILP stalemate by taking prompt steps to pass a legislation to safeguard the interests of the indigenous people.

"We are concerned that the Government and JCILPS are still at loggerheads and so the Government must initiate talks in bringing about an amicable solution," Mani said.

He observed the Government's decision to take three months' time in preparing a new ILP bill is an extended time while a fortnight's time given by the committee in bringing the bill is a short period.

Mani suggested that one month will be sufficient for introduction of the fresh bill by the Government.

The senior advocate demanded that the police register an FIR immediately in connection with the death of Sapam Robinhood based on the written complaint lodged by his father.

Sapam Robinhood, a Class XI student of Ananda Singh Higher Secondary School, Imphal was killed when police fired rubber bullets on a group of ILP protesters on July 8 .

"Action should be taken against all accused in the student killing case," Mani demanded.

He also said the Government must build a memorial site in the name of Sapam Robinhood.

Mani assured every possible help from the side of the senior citizens' body in working out a deal between the Government and JCILPS.

The lawyer also appealed to all politicians and experts to extend valuable support to the ILP issue rather than supporting the Government.

The last rites of Sapam Robinhood must be allowed to perform soon, he said.

Robinhood's body has been lying unclaimed at the JNIMS mortuary since July 8 .

The Joint Action Committee formed against the brutal killing of Robinhood has decided not to claim the body until the proposed new ILP bill is passed by the Government.
