Govt orders mandatory e-tender

Taking serious note of many State Government departments and agencies not complying with prescribed norms, the Finance Department has issued an order making e-tendering mandatory for all projects and material purchases.
The order issued August 8, 2013 covering Government departments, autonomous bodies, public sector units and societies cautioned that not complying with the e-tendering processes would entail appropriate action including cessation of funding.
Directing heads of department to implement the directive from October 1 onward so as to ensure transparency and check financial irregularities, the Finance Department also conveyed to all concerned that decision has been taken to rely on the NIT network in floating e-tenders by both engineering and non-engineering departments, PSUs, societies and agencies, confided a source.
The order also noted that current practices by some of the departments/agencies are in violation of CPWD manual as well as against the general financial rules apart from likely to cause loss/misuse of public funds.
The order would be applicable to all tenders for construction/engineering/technical work worth Rs 1 crore or above and procurements worth Rs 20 lakh and above.
In respect of tenders/procurements of lower value, the departments or relevant agencies may persist with the existing procedures provided the call of tenders is open and transparent and the established financial and codal procedures are fully followed, further informed the source.
