Chd/Imp/Thb, March 09 2024: The Manipur State Legal Services Authority (MASLSA) in association with the High Court Legal Services Committee and District Legal Services Authorities (DLSAs) organised the first National Lok Adalat for the calendar year, 2024 on Saturday at all the District Courts & High Court.

Justice Golmei Gaiphulshillu, Judge, High Court of Manipur visited the sitting of National Lok Adalat at Lamphel Court Complex and interacted with all the Chairman and Members of the benches, Advocates and PLVs, said a release issued by MASLSA.

Speaking to the media, Alek Muivah, Member Secretary, MASLSA said that cases can be settled not only before the Courts but also through alternate means like Lok Adalat and Mediation.

He shared that the decree passed in the Lok Adalat are akin to decree passed by any civil Court and they are final and no appeal may rise before any other Courts except for misrepresentation or frauds.

Highlightighting that all cases can be listed before the Lok Adalat except those non-compoundable criminal cases, Alek asserted that Lok Adalat proceedings do not charge any court fee or commission.

"The settlement that arrives during the Lok Adalat proceeding is only through mutual agreement between the parties.

The role of the members in the proceeding is only to facilitate and sometimes to make the party aware of the pros and cons of contesting a case before the Courts", he added.

Notably, around 2600 cases of pending & pre-litigation cases were listed for the entire State.

The cases range from Civil cases & Criminal Compoundable cases pending before courts, Bank recovery, MACT, Matrimonial disputes, Negotiable Instrument Act, Water Bill cases, etc.

Out of 299 cases which were taken up today, 233 cases were successfully resolved during the Lok Adalat with a total settlement amount of Rs 2,96,31,204 .

N Lanleima, Presiding Officer, MACT; Monalisa Maibam, Special Judge, ND&PS, Manipur & K Nirojit, Civil Judge (Sr.

Divn.), Imphal West presided as Chairperson of 3 benches of National Lok Adalat held at Lamphel Court Complex.

Advocates Ch Momon Singh, Ch Bimolchandra, B Supriya Devi, Ph Binodini, I Lenibala Devi and Kh Tonjaoba provided their service as members of the benches.

MALSA has expressed its appreciation to the Presiding Officers, Judicial Officers, Ld S Devananda, Advocate & Media Coordinator, Ld Advocates, PLVs, staff of the Court & MASLSA, officials of Bank/ Insurance Companies, news/ print media & all the parties for contributing and participating in the National Lok Adalat.

Moreover, DLSA Chandel also organised the National Lok Adalat for Chandel and Tengnoupal District under the aegis of MASLSA.

Two benches- Bench No 1 for Chandel District and Bench No 2 for Tengnoupal District (via VC) were constituted in the Lok Adalat presided by Fakhrul Islam Choudhary, Judicial Magistrate First Class, Moreh as Chairperson and advocates M Gairanlung, APP, Moreh; Advocates RK Mohendro Singh, Kh Jacky Lucy and Keishang Kopham.

A total of 67 Bank recovery cases and 5 pre-litigation cases were listed.

Out of which, 10 bank recovery cases and 5 pre-litigation cases were taken up in the National Lok Adalat.

Similarly, National Lok Adalat was also held at District & Sessions Court Complex, Thoubal organised by DLSA Thoubal.

Two Benches were constituted for the National Lok Adalat- Bench No 1 was the chaired by Samom Ibjen, District & Sessions Judge cum Chairman DLSA Thoubal with Advocate Md Liaquat Ali and Kh Premila Devi as members while Bench No 2 was the presided by Masana E Panmei, Chief Judicial Magistrate with Advocate S Bonita and N Romio as members.

Out of 80 cases which were taken up today, 73 bank recovery cases were successfully resolved during the Lok Adalat with a total settlement amount of Rs 54,80,266 .
