Imphal, August 01 2023: The Chief Judicial Magistrate Imphal West has ordered Imphal police to initiate an investigation against four of a family including a Professor of Hyderabad University for "fraudulently" enrolling their names in the Electoral Roll of 58 Churachandpur Assembly Constituency and ascertain their citizenship status.

The four accused persons have been identified as Kham Khan Suan Hausing (45), his mother Haulkhannem (65), brother Taulkhanlal (30) and sister Thangkhanlain (42) .

Kham Khan Suan Hausing is a Professor of Political Science at Hyderabad University and is son of Late Zel Za Kap.

The four belong to House Number 149 of 58/15- Hill town, Churachandpur district.

The investigation was ordered while the Court of the CJM Imphal West was hearing a criminal Misc (Investigation) against the four filed by one Khomdram Manikanta Singh.

The complainant, in the petition, claimed the four including Professor Kham Khan Suan Hausing became first time voters only in 2005 and they never existed in the Electoral Roll before 2005 .

The petition said the State is facing a serious threat due to the huge influx of illegal immigrants from the neighbouring countries.

It stated that the complainant came to know about accused Kham Khan Suan Hausing from an interview he gave to a National media.

The petition mentioned that a case has also been filed against Kham Khan Suan Hausing for his alleged remark promoting enmity among different communities.

The complainant, in the petition, alleged that on filing RTI, it was revealed that while the father, Zel Za Kap was not found and never listed as a voter, his son Kham Khan Suan Hausing appeared for the first time in the Electoral Roll in 58/15-Hill Town (A-1) (EW) Polling Station during the Intensive Revision-2005 published on May 16, 2005.Kham Khan Suan Hausing was 27 years old in 2005 according to the Electoral Roll.

Kham Khan Suan's mother and his siblings also appeared for the first time in the Electoral Roll in 2005 .

The family was never found in the Electoral Rolls of 1995 and 2002 published by the Election Commission of India strongly indicating that they were "implanted" as Indian voters for the first time in the year 2005 .

They are highly suspected to be Myanmar Nationals, alleged the complainant.

Relying on the RTI reply and other relevant documents, there is a possibility that the accused persons are not Indian citizens and their names were entered in the Electoral Roll of 2005 through alleged manipulation, fraud, forgery in collusion with the corrupt officials, said the petition.

The Court, after hearing the submission of the petitioner's counsel and on perusal of the petition, directed the Officer-in-Charge Imphal police station to start an investigation against the four accused persons.
