Former DG gives tips to clear highway

The State forces should fire tear gas shells, plastic bullets, if need be, to disperse the womenfolk obstructing the movement of security forces in Tengnoupal in a similar way they did in the valley to make them know that laws are still here, said former Director General of Police (DGP) Y Joykumar.
Speaking to a group of media persons, Y Joykumar asked if the Government is so powerless that they couldn't even send the reinforcement team to assist the State police and BSF who have been confronting the Kuki militants at Moreh merely due to the obstruction by Kuki womenfolk in Tengnoupal.
It's been about five days that the reinforcement team is stuck in Tengnoupal, Joykumar said and added that it is the responsibility of the Manipur Government to maintain law and order in the entire State including at Moreh.
He also said that law and order is a subject of the State.
Whose fault is it that the reinforcement team couldn't reach Moreh and assist the already deployed personnel in controlling law and order at the border town, the former DGP asked and added that the failure of the State Government to enforce laws at Moreh is unfortunate.
It is widely accepted that the violence in Manipur was instigated by Kuki militants active in Myanmar and the State, Y Joykumar claimed and alleged that most of the militants from the neighbouring country intruded into Manipur from Moreh side apart from trafficking drugs and other illegal items.
Further stating that the Manipur Government must maintain strong vigil at Moreh and do whatever it takes to enforce law at the border town, the former DGP continued that narco-terrorists also use Moreh as a transit route to pursue their illegal business.
It is the duty of the Manipur Government to send additional teams of Central and State security forces if there is shortage of manpower to maintain law and order at any place including at Moreh, the former DGP advised.
Asserting that an explicit order must be given to the State forces to fire tear gas shells and even plastic bullets to disperse the womenfolk blocking road in Tengnoupal either by the Security Advisor Kuldiep Singh or the State Government, if needed, the former DGP maintained that it is crucial for the reinforcement team to reach Moreh.
Both Central and State forces must be stationed at Moreh, he asserted.
He also said that the security forces must be given adequate authority to enforce law and order in Manipur and protect lives and properties.
Claiming that the violence in Manipur broke out from the Churachandpur side after the Tribal Solidarity March of May 3, Y Joykumar said that the situation in Churachandpur was tense even before May 3 .
He then asked why the Government allowed the rally if the situation was not conducive.
