Outstanding UCs

Among the North East States excluding Assam, Manipur has the highest number of outstanding Utilization Certificates (UCs), said social researcher Serto Tondana Kom at Manipur Press Club today.
Manipur Government has a total of 6,664 outstanding Utilization Certificates (UCs) worth Rs 11,331.76 crore.
A total of 6,885 Utilization Certificates (UCs) in respect of grants aggregating Rs 11,331.76 crore given to 35 Departments of the State Government have not been submitted to the Accountant General.
Among the Departments, Rural Development and Panchayati Raj has the most number of outstanding UCs, Serto said.
Notably, CAG's audit report said non submission of the UCs to the Accountant General is fraught with the risk of fraud and misappropriation of funds.
As per the latest report, Mizoram has 151 outstanding UCs worth Rs 172,17 crore, added Serto.
Sikkim has 1,436 outstanding UCs worth Rs 203,99 crore.
Tripura has 630 outstanding UCs worth Rs 223,98 crore.
Nagaland has 251 outstanding UCs worth Rs 609,07 crore.
Arunachal Pradesh has 259 outstanding UCs worth Rs 913.62 crore.
Meghalaya has 393 outstanding UCs worth Rs 2981.21 crore.
