IDS Manipur holds academic discourse on Manipur Budget 2023-24

The Institute of Development Studies (IDS), Manipur organised an academic discourse on Manipur Budget 2023-24 at Nambol Sabal Leikai today.
A statement issued by IDS, Manipur shared that the academic discourse was attended by Professor N Mohendro Singh, chairperson, IDS and RK Dilip Singh, former Director, CCDU, Government of Manipur as the chief guest and functional president respectively.
Members of IDS and other invitees also attended the function.
During the programme, Professor Damudor Nepram of Manipur University, Dr Kh Somorendro Singh, former Director of ICM; Y Chingsang, State Coordinator of ASER; W Iboyaima Singh, former Director of Central Board for Worker's Education deliberated on Manipur Budget 2023-24 with special reference to education reforms.
Professor Damudor emphasized on "Capital and Revenue Expenditure, IGST and Sectoral Allocation of Budget 2023-24" .
He also pointed out the value addition of tax and the power of the State Government in the GST Council.
Considering the problem of proxy teachers in the hill districts Y Chingsang, based on the recently published report of ASER, debated on the need for educational reforms for effective decentralization of power to the School Management Committee, the statement added.
"The teachers need to be accountable for their performance and there may be a Productivity Link Bonus Scheme to encourage the teaching community", he opined.
Yumnam Laksman Singh, Kh Tomba Singh and RK Priyobrata Singh also joined the discussion.
In his address to the members of IDS, Professor Mohendro maintained that the whole system revolves around "ignorance, arrogance and militant conservatism" .
