Imphal, October 19 2022:
Eight ex-councillors of eight wards of Imphal Municipal Corporation (IMC) have stated that the prevailing dispute in the Corporation could be resolved only by reinstating the caretaker mayor and standing committee.
Making suggestions to the MAHUD commissioner in writing for resolving the existing dispute, the ex-councillors said that first step would be to withdraw the notification issued on October 10 and 13 and disposing of the writ petition and contempt petition filed at the court, before holding a whole new lottery.
After getting upgraded to Imphal Municipal Corporation in 2015, no lottery has been held with regard to reservation of seats for women, general and ST.
The old reservation system is full of flaws.
As such, the Corporation needs to modify the reservation norms and also see to the conduction of new lottery for reserving seats, they stressed.
After the term of the IMC elected body came to an end on June 14, 2021, the director of.
MAHUD was appointed as the administrator, which is against the provision of Manipur Municipality Act, 1994 .
It would be better to put a stop to the appointment of an administrator for IMC and appointing a caretaker mayor and standing committee/councillors, as per the order issued on April 8 this year.
The best option would be to reinstate the caretaker mayor and standing committee/ councillors immediately to resolve the dispute in IMC so that all concerned could work together until a new Corporation is set up.
