Check construction sites : JCILPS to Govt

Claiming that they have evidence of a construction firm bringing in non locals without obtaining inner line permits, the Joint Committee on Inner Line Permit System (JCILPS) has urged the State Government to carry out a drive at project sites to find out if there is/are any violator (s) of the permit system.
JCILPS also reiterated its demand to fix 1951 as the base year to identify the native people of the State.
The committee, nonetheless, lauded the State Government for showing a commitment to check influx of illegal immigrants in the State and for launching a drive to arrest violators of Inner Line Permit System (ILPS) at different places.
Addressing the media at its office at Sega Road Konjeng Hazari Leikai today, JCILPS convenor Phulindro Konsam said that the Government carrying out a drive to detect non locals staying in Manipur since the last few days is encouraging.

Recalling that the ILPS became operational in Manipur in 2019, he continued that effectiveness of the permit system is in questionable position as Chief Minister N Biren Singh himself has admitted that there is no accurate data to examine the entry and exit of non locals during the recent Assembly session.
"Though late, it is fortunate that the Government has launched a drive to identify non-locals staying in Manipur without obtaining the inner line permit to take up legal actions," Phulindro said and maintained that one Bangladeshi who stayed in Manipur illegally for about 30 years was arrested recently.
Asking for how long the Government will continue the drive, he added that there is a need to carry out similar drives throughout the State regularly so as to make the ILPS more effective.
Most of the workers engaged in implementing developmental projects are non locals, Phulindro pointed out and claimed that the JCILPS came across some workers (seven/eight) being brought into Manipur by a construction company based in Madhya Pradesh without obtaining the required permits during a drive at Langol.
Further stating that the Government hasn't delivered some of the crucial demands raised by JCILPS, Phulindro urged the Government to revoke the decision to fix 1961 as the base year to determine the native people.
"The cut-off year must be 1951," he added.
Phulindro also appealed to the State Government to clearly mention who the indigenous people are in the Manipur ILP Guidelines, update the NRC and establish Manipur Population Commission at the earliest.
