CM extends New Year 's greetings, lists achievements

Imphal, December 30 2022:
Chief minister N Biren has extended greetings to the people for New Year and listed out achievements of his government during the current year 2022.Addressing a press meet at his official residence here on Friday evening, Biren said that the BJP government has ushered in a new era of peace and development in the state.
He thanked media persons for creating awareness on various issues and disseminating information to the public, which helped in bringing peace and development in the state.
Listing achievements of his government, the CM said that the state was recognised in India Today 'State of States Survey 2022' as the Most Improved Small States' Overall (3 years consecutively) in economy, infrastructure & governance.
In health sector, Churachandpur Medical College was commissioned and first year batch of MBBS started in the current year.
MBBS seats at JNIMS have been increased from 100 to 150 .
Free screening programme for 13 diseases - diabetes, hypertension, cardiovascular diseases, chronic kidney disease, Chronic Obstructive Pulmonary Disease (COPD), oral cancer, breast cancer, cervical cancer screening at Health & Wellness Centre; post stroke conditions, mental health problem such as depression, HIV & syphilis, cataract and TB under Chief Minister's Health for All (CMHA) scheme carried out.
The scheme has also been scaled up by integrating National Tuberculosis Elimination Program (NTEP), CM's Mitki Layeng (CMML).
Around 3.5 lakh individuals have been screened for these ailments in 840 villages under CMHA scheme.
CMHT insurance has been enhanced from Rs 2 lakh to Rs 5 lakh from April 4.Till date, healthcare assistance has been provided to 1,22,399 beneficiaries under CMHT and 4,71,371 under PMJAY.
CM's Menstrual Hygiene Scheme and CM's Mitki Layeng were launched on December 15.Construction of JNIMS paid private ward has been completed and union home minister Amit Shah will inaugurate the ward along with gents' hostel of JNIMS Medical College, he said.
In tourism sector, the CM listed inauguration, launch and successful conduct of Sangai Ethnic Park, Clean Loktak Pat Mission, 1st CM's Sagol Kangjei Tournament 2022, Manipur Sangai Festival at 14 different venues, Kangla Nongpok Torban, Chivu Chandrakirti Park at Behiang, Manipur Heritage Site at Makhel, 1st phase of Southern Manipur Cultural Centre, Behiang, and 1st batch of State Institute of Hotel Management as achievements.
He also said that Olympian Park and Marjing Polo Complex are ready for inauguration.
In terms of security, the CM said that 69 cadres of different banned outfits surrendered since March 2022.'Cessation of Operations (COO)' agreement was signed recently with Zeliangrong United Front (ZUF).
Processes for signing such agreements with some other UG groups are also in progress, he said.
Biren also spoke War on Drugs campaign and said that the union home minister had appreciated the initiative in the Parliament.
Alternative livelihood project has helped many farmers and there is plan to take up the project on a larger scale.
He appreciated the support from different communities and organisations in the campaign and said that many villages have voluntarily destroyed poppy plantations in their areas.
Incentives have been provided in far flung areas in the form of sports ground in 21 villages in Tamei area, and cash incentives to protect greenery in 13 villages in Behiang area.
Drugs worth Rs 1228 crore in the international market were seized since January, 2022.These include about 560 kg of Opium and Heroin; 500 kg of brown sugar.
About 1780 acres of poppy plantation have been destroyed.
Area of poppy plantation has come down from 6742 acres in 2021 to 1118 acres in 2022.Alto gether 703 people including five village chiefs have been arrested and 497 cases registered.
Biren further said that 12 more GPS enabled vehicles for Manipur Police were launched on June 8.Equipment of Manipur Fire Service - 9 foam and CO2 crash tenders, 2 water bouser, 15 portable fire pumps were also launched.
Sanctions were obtained for construction of 40 police outposts (34 police outpost along Indo-Myanmar International Border & 6 along the Imphal-Jiribam Highway) at the cost of Rs 80 crore.
Mounted police unit was launched on November 18 followed by tourist police in the same month.
Women commando units were used in Sangai Festival.
In education sector, a two-month long local language training programme was launched on December 2.School Fagathansi Mission has been expanded with increased enrolment by 30 per cent.
Proposal to develop 120 High Schools & Higher Secondary Schools under NESIDS has been submitted.
MoU had been signed with Star Education for using technology in teaching-learning process.
Besides, in expansion of Meeyamgi Numit, District level Meeyamgi Numit has been institutionalised, Sub-Division Development Mission (SDDM) was launched, flight services to various parts of the country under PM's UDAN Scheme were also launched.
These new flight routes include Imphal-Tezu (Arunachal Pradesh), Imphal Aizawl and Silchar-Imphal direct flight.
Open gyms have been installed at Khuman Lampak, Langol, Marjing, Khongjom, Churachandpur, and Senapati.
Under Manipur Start-Up Scheme 2.0, Rs 100 crore budgetary allocation has been earmarked, venture fund was launched along with a credit guarantee fund.
Manipur Vision 2047 was also launched in line with the Central government's development plan by the 100 years of independence plan, he elaborated.
Moreover, benefits under Old Age Pension (above 80 years) have been enhanced from Rs 200 to Rs 1000 per month and from Rs 300 to Rs 500 per month for disability pension scheme.
As a first in the north east telecom circle, 5G network was launched in the state.
Results of various recruitments (total - 2119 posts) were declared without corruption or controversy.
These posts include IRB (1830), social welfare (123), rural development (84), MPSC (82).Web portals of CMda HAISI (September 19), CM DASHBOARD (June 29), and ILP Portal (December 23) were launched.
Smart Performance Appraisal Report Recording Online Window (SPARROW) platform for MCS/MPS was also launched on September 13, the CM added.
