Judicial Inquiry Commission chairman arrives

Judicial Inqui fly Commission (Manipur Commission) chairperson & former Chief Justice of Gauhati High Court Justice Ajai Lamba and Commission member & retired IAS offi-cer Himanshu Sekhar Das arrived here on Friday.
Both the chairman and member were received at the Imphal Airport by chief secretary Vineet Joshi and DGP Rajiv Singh.
It may be mentioned that on May 3, large scale violence broke out in the state and as a result of the violence, many residents of Manipur lost their lives and several others got seriously injured, their houses and properties were burnt down and many of them were ren-dered homeless.
The Government of Ma-nipur on May 29 had rec-ommended for institution of Judicial In9uiry Commis-sion to look into the causes and associated factors of the crisis and the unfortunate incidents happened on May 3 and afterwards under the provisions of the Commis-sions of Inquiry Act, 1952 .
On mmendation of the government of Manipur, the central government de-cided to appoint a commis-sion to inquire into incidents of violence in Manipur.
Subsequently, Union Min-istry of Home Affairs onJune 4 appointed a Commission of Inquiry consisting of for-mer Gauhati HC CJ Justice Ajai Lamba as chairperson, retired LAS officer Himans-hu Shekhar Das and retired IPS officer Aloka Prabhakar as members with the head-quarters of the Commission to be at Imphal.
The Commission has been empowered to make inquiry with respect to the causes and spread of the violence and riots targeting members of different communities; the sequence of events leading to, and all the facts relating to such violence; whether there were any lapses or dereliction of duty on the part of any of the responsible authorities/individuals; adequacy of the administrative measures taken to prevent & to deal with the said violence and riots and to consider such matters as may be found relevant hi the course of inquiry.
The inquiry will also look into complaints or allegations that may be made before the Commission by any individual, or association, in such form and accompanied by such affida-vits, as may be specified by the Commission and such instances relatable to the violence & riots and measures taken by the authorities concerned as may be brought to its notice by the Government of Manipur.
The Union government had also directed that the Commission should submit its report as soon as possible but not later than six months from the date of its first sitting.
It may, if it deems fit, make interim reports to the central government before said date on any of the matters mentioned in the inquiry.
The central government had further decided that in regard to the nature of the inquiry to be made by the Commission and other circum-stances of the case, all the provisions of sub-sec-tion (2), sub-section (3), sub-section (4) and sub-section (5) of section 5 of the Commissions of Inquiry Act, 1952 (60 of 1952) will apply to the Commission and the central government.
