Imphal, January 02 2023:
Terming the notifications issued by Imphal Municipal Corporation (IMC) on October 16, 2022 and the municipal commissioner's notification on December 22, 2022 as against the law of the land, All Manipur Street Vendors' Association (AMSVA) has urged the chief minister to declare the notices as null and void.
A memorandum in this connection was submitted by the Association to the chief minister on Monday.
In the memorandum, the Association asserted that both the notifications are against the provision of Street Vendor (Protection of livelihood and regulation of street vending) Act, 2014, and urged the chief minister to institute a vendors' committee without members of any other associations but All Manipur Street Vendors' Association.
The memorandum further stated that the notification of IMC administrator issued on October 16, 2022 provided specific time period (6 am to 12 noon and 1 pm to 7 pm) for street vendors to occupy space at the temporary market on first come first serve basis, which is totally unacceptable and also against the provisions of the Street Vendor's Act 2014 .
"According to section 2 (1) (F) of the Act, notification refers to the official gazette and therefore, the IMC should be directed to issue a new gazette notification", the Association urged the chief minister while also pressing for instituting a town vendor committee.
