Discussion programme on rehabilitation & harm reduction held

A one-day discussion programme on "Rehabilitation and Harm Reduction" was organised by the All Manipur Youth Protection Committee (AMYPCO) yesterday at Manipur Press Club.
It was attended by Ngangom Uttam, Director, Social Welfare Department, Government of Manipur; Thiyam Saratchandra Singh, president AMYPCO and Abhiram Mongjamba as presidium members.
Addressing the gathering, Ngangom Uttam pointed out that there are three main guidelines to combat drug abuse namely i) harm reduction, ii) supply reduction and iii) demand reduction.
He also mentioned various provisions included in the Drug Policy draft of 2019 .

Referring to the frequent seizure of drugs by police, he said, "As long as drugs continue to be seized with high frequency, the War on Drugs campaign cannot be called successful.
Because this only proves that drugs are being sold, smuggled and manufactured in large quantities" .
"When the Narcotics Bureau, police and local meira paibis fail to make drug seizures despite concerted efforts to do so, then the War on Drugs can be called a success", he maintained.
Making a comparison between rehabilitation of drug addicts and alcohol addicts, the Director shared that the former are easier to treat than alcohol addicts.
"Alcoholics are seldom given treatment for their addiction but their death rate is quite high as they usually succumb to liver cirrhosis", he added.
He also pointed out that substances like alcohol, 'jarda', 'kheini', cigarettes, etc are also classified as drugs and added that opposing drug use but accepting alcohol abuse is not acceptable.
Zeroing in on the high number of alcohol abusers in the State, Ngangom Uttam maintained that there are roughly 38,000 drug users as compared to the 2 lakh alcohol abusers/addicts.
"However, more drug users receive treatment at rehabilitation centres/de-addiction centres", he asserted.
