Imphal, April 24 2010: Police today picked up two members of the striking Manipur Secretariat Service Association and six pensioners even as the striking JAC of AMTUC and AMGEO hit back to the statement of Chief Minister, O Ibobi given on the occasion of Khongjom Day yesterday criticizing the employees of demanding rights only without properly discharging duty.

On the other hand Chief Minister, O Ibobi is planning to leave Imphal by air tomorrow for New Delhi.

He will leave Imphal by Indico Flight at 9.30 am, an official source said adding that he had been called by the Prime Minister's Office for a briefing on the state's situation owing to the prolong cease work strike.

The chief minister is likely to chalk out a strategy to end the impasse with the employees during his camping in New Delhi, the source maintained.

The two members of MSSA, Shalthang Koireng (drafting assistant) and Tapal (dealing assistant) of the state secretariat service were rounded up by the police at about 11.30 am from in front of the New Secretariat building.

Six more pensioners supporting the cease-work strike have also been rounded up by the around the same time, reports said.

On the other hand hitting back to the revelation of the Chief Minister, O Ibobi in his address at the public gathering on the occasion of Khongjom Day yesterday, scolding the employee, the strike JAC said that the chief minister desecrated the sacred place where people of not only the state but from other parts of the globe take importantly.

Talking to reporters at a press conference held at DM College of campus, general secretary of the JAC, Ch Chandramani also revealed that during the year 2006-10, the 12th Finance Commission awarded Rs 1994.91 as non-plan expenditure for giving arrears of the employees.

After given out salaries of 61,560 which was till 2006-07 and reflected in awarding the financial award from the commission, government utilized the fund in the payment of salaries of more than 20,000 employees recruited during the period after 2006-07 till date which was not included in the provision of the 12th Finance Commission.

Manipur government had spent Rs 183 crore in the payment of salaries of employees recruited in the police department, Rs 20 crore in education department, another Rs 20 crore in health department, Rs 44 crore in the payment of salaries of VDF and Rs 75 crore in ADC employees.

Thus, a total amount of Rs 342 crore which were not included in the provision of the non-plan expenditure was incurred per month by the government in the payment of salaries of over 20,000 freshly recruited employees in the said departments.

The amount is Rs 1710 crore for five years.

Out of the total award of Rs 1994.91 crore mean for payment of arrears of the employees, government spend Rs 1790 crores and the remaining fund of Rs 284.91 was kept for payment of salaries of personnel of the 9th IRB battalion, Chandramani calculated.

Personnel of the VDF were recruited without any approval from the Central government, he further alleged.

The JAC has no objection in the fresh recruitment or appointment of the government as it is the duty of the government to press the Union ministry of finance and other concerns for availing funds to afford the additional fund requirements.

In reply to the Chief Minister's revelation in the Khongjom Day speech, Chandramani said not all but some employees do attend office at 11 am and back at 1 pm.

But most important thing is that even peons who were appointed by the ministers and MLAs do not obey the orders of the director and they talk boldly as ministers, MLAs are behind them.

This is not to be blame to the employees but to the false recruitment work of the ministers and others responsible authorities.

The government attempt to interpret in the wrong sense is a big mistake on the part of the governance.

Government should understand that several lakhs of people are depending of nearly 80,000 employees.

Secretary of MSSA, L Purujit who also took part in the briefing said that if the government able to reject the statement on government resource expenditure, they are ready to suspend the all forms of agitations.

They can even sacrificed the revised sixth pay bands.
