In counter of the financial statement on non-plan amount of the State for the fiscal year 2010-2011 produced by the State Government earlier, the JAC of the employees, MSSA and COTA have jointly brought out another financial statement showing alleged loopholes in the financial statement of the Government.
Addressing a press conference in this connection at the canteen of DM College of Commerce here this afternoon, secretary general of the JAC Ch Chandramani asserted that inability of the Government to implement the 6th Pay in toto is due to financial mismanagement and the financial statement of the Chief Minister was a statement to cover up all these financial mismanagement.
He pointed out that in the financial statement produced by the Govt, an amount of Rs 110.72 crores for the police modernisation has not been reflected and a sum of Rs 44 crores that the Police Department is supposed to spend on Village Defence Forces is irrelevant.
The Government has put together number of employees in Police Department, Education Department, Health Department, District Councils and VDF as 20,000 and claimed that a total amount of Rs 342 crores is spent on the salaries of these employees in a year.
This amount should have been proposed in the 13th Finance Commission.
But the Government fails to do so, Chandramani said.
Thereby even if the 13th Finance Commission did not approve the amount for payment of arrears of the 6th Pay, implementation of 6th Pay in toto would have been possible if there were no financial mismanagement on the part of the State Government, he said, while challenging that the employees would withdraw their agitation at once if any mistake could be pointed out in the financial statement prepared by them.
He further asserted that the claim of the Government that Rs 21,260.70 crores has been proposed to the 13th Finance Commission is wrong as only Rs 17,221 crores has been proposed.
A large amount could have been proposed.
But it was not done so as the Government lacks the expertise, Chandramani
said.
Reacting to the remarks of the Chief Minister that the employees come to attend offices at 11 am and return at 1 pm, Chandramani countered that it is due to absence of decentralisation in the work allotment by the Ministers.
Reiterating that the employees would not budge from their stand until the demand is met, Chandramani informed that employees are prepared to launch mass court arrest to intensify their agitation.
