The All Tribal Rights Pro-tection Forum, Manipur (ATRPFM) has submitted a memorandum to Prime Minister Narendra Modi demanding imposition of President's Rule in Manipur in view of the present volatile situation.
The memorandum informed the Prime Minister that nine people have died and over 40 persons have been injured during people's agitation that opposed passing of three Bills - Protection of Manipur Peoples (PMP) Bill 2015, Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill 2015 and Manipur Shops and Establishments (Second Amendment) Bill 2015 .
The State Government had undermined Article 371 (c) of the Indian Constitution, which safeguards tribal people while framing the three Bills, the memorandum alleged.
The State Government ordered to fire only teargas shells and rubber bullets at protesters during the pro-ILPS agitation that lasted for around two months in valley areas.
One student died during the sustained pro-ILPS agitation in valley areas, the me- morandum said and added that nine tribal people have lost their lives during the agitation launched against passing of the three Bills within a few days.
As such, it is clear that the State Government is discriminating the tribal people, the memorandum alleged.
Seeking intervention from the Central Government regarding the matter, the memo- randum said that tribal people badly need President's Rule to safeguard themselves from the discriminatory attitude of the State Government.
The memorandum further demanded a separate administration for tribal people in Manipur under Article 371(c) .
The memorandum further said that ATRPFM would support all forms of agreement made between the Central Government and tribal people or tribal civil society organizations in Manipur regarding tribal rights and land.
