Fraud case: Ward member alleges BDO-Toubul pradhan nexus

Drawing attention of the chief minister and authorities concerned, Toubal Gram Panchayat Ward no 2 member Thokchom Jiban has demanded that actions be initiated against those who withdrew money through forged signature.
Speaking to media persons at Manipur Press Club here on Monday, Jiban contended that on numerous occasions, he had discussed at BDO Nambol office regarding non-release of his four months' honorarium from January 2018.Upon investigating the matter on July 14, it was found through an Actual Payee Receipt (APR) that the accountant at BDO Nambol forged his (Jiban) signature and withdrew a sum of Rs 51,000 which is the honorarium for 17 months, he alleged, while adding that the aforementioned APR was verified by Toubul Gram Panchayat Upa Pradhan Thoudam Gopal Singh.
BDO Nambol office has also confirmed that Gopal and father in-law Toubul GP pradhan Thokchom Bira Singh took the money.
Questioning why the BDO allowed withdrawal of honorarium of an elected person, he urged authorities concerned to take actions as per law of the land.
In another APR, Thokchom Bira Singh also signed as nominee of pradhan and withdrew Rs 1,40,000, which is honorarium of Panchayat for five months, he maintained, while further enquiring why the BDO remained silent when a person who forged signature of an elected person withdrew money for the panchayat.
Is there a post which is called nominee of pradhan? Jiban posed, while terming as unfortunate that honorarium of elected persons has been released by BDO Nambol office overlooking the dignity, decorum and secrecy.
Even though complaint has been lodged to SP Vigilance and Ant-Corruption Department, no action has been taken up till now.
As such, he appealed to authorities concerned and the chief minister tQ look into the matter and punish those involved as per law of the land.
